Does MacBook Air hard drive data recovery work when the MacBook doesn’t boot up? ?

Hi, few days before I have got a MacBook Air and upgraded my need. With this amazing quality computer I was enjoying a lot and stored many data. Last night when I went to bed then at that time it was also running very easily and properly. But when I start it this morning then I observe that whenever I try to boot up my laptop it displays a message “Need to restart”. It displays on the grey screen included with some content left of the screen. I have restarted the system many times but it still doesn\'t go past the screen. Have anyone answer of this, please tell me.
